It is obvious that the division on Unter- and Uber-menschen hurts the collective like nothing else. Hatred of the scapegoats hurts the collective. It is wrong to call it "mandates", however. Mandates would be ideal: The State takes all responsibility for all deaths and injuries, the citizens are directly legally responsible to the State. Right now, it is called racket, extortion, illegal coercion, by communal pressure and the threat of the exclusion from society. The State wants to absolve itself of any responsibility, at the same time requiring full responsibility of the citizens, making them responsible for whatever is happening to them. If it is covid, they blame the scapegoats. If it is vaccine death or injury, they blame the scapegoats again. Or the climate change, or unhealthy lifestyle. Yes, it hurts the community beyond repair. Irreversibly, actually.
