"I have been told that the citizenship rules were loosened at the behest of the American Jewish community and Israel, so that the Jewish State could garner more Jewish Israeli voters to offset the rapidly growing Arab Israeli population." - you said. However Israeli laws do not allow the votes to be cast abroad. To vote, one must be physically in Israel.
Also, there are no "Israelis" in Israel. The citizens are divided in rights by their race. There are "Jews" and all others. "Arabs" are the lowest and have no rights as Jews do.
