It wasn't just Germany that believed that. The whole Europe and Tsarist Russian Empire, too. Even after the October Revolution, in Soviet Russia and later USSR citizens had "nationality" in their passports (meaning "ethnicity or race") and "Jew" was a nationality. That lasted until 1992.
To view Jews as a nation, as one people, has therefore nearly 200 years of history. It is not easy do discard this bigotry.
And if one has that idea, paradoxically, one divides those who identify themselves as Jewish, onto "real Jews" and "Jew-haters". Racist and supremacist Jews get the pat on the shoulder, normal Jews get beaten up and persecuted by Zionists. It was the same with Nazis: only Nazi Germans were considered real, and antifascist Germans were murdered in camps.
